Decontamination and Decommissioning (D&D)

MPR D&D Projects/Experience
MPR Associates is recognized as an engineering firm that provides top-quality
support services to operating power plants. MPR has demonstrated the ability to
solve technically demanding problems on time and on budget using innovative
techniques. There is a growing need for the same sort of highly capable service
for developing and implementing nuclear decontamination and decommissioning
(D&D) plans. MPR has already participated in a number of D&D projects,
and we offer services in this area at the same level of quality, innovation, and
efficiency that you've come to recognize with our efforts in support of
operating nuclear power plants. In particular, we provide:
- Owner's Engineering services from D&D conceptualization through
oversight of your D&D contractor. We assist utilities in preparing
in-house plans for decommissioning and, once D&D contractors are selected,
assist the utilities in ensuring that these plans are suitably implemented.
We bring innovative approaches to planning. For example, the Trojan reactor
vessel containing the reactor internals was shipped intact to Hanford. We
would go a step further, and pack the reactor vessel with all of the reactor
coolant system piping and other miscellaneous contaminated materials.
- Assistance to utilities in identifying and dealing with the regulatory
issues that surround the decommissioning of nuclear power plants and developing
plans to meet those issues. For example, current NRC and EPA regulations
are silent on criteria for disposition of very low level waste at industrial
landfills. We can assist utilities in identifying acceptable and low cost
means for disposing of such materials.
- Establishing a D&D plan that best suits specific utility site needs.
Coastal sites with barge access can likely save significantly on transportation
costs by employing just a few barges for shipping the entire inventory of
site radioactive materials. Other unique site features can be exploited
to minimize D&D costs.
- Developing bid plans and specifications to obtain the most competitive
D&D price, consistent with ensuring decontamination is accomplished safely,
and in a manner which is responsive to the needs of current plant employees
and the community. We can assist in defining a decommissioning organization
which enables the contractor to proceed efficiently with D&D efforts, while
taking maximum advantage of the invaluable expertise of current employees.
- Complete review and analysis of D&D proposals received, and recommendation
of the most technically complete proposal in relation to the pricing level
proposed. We evaluate the technical adequacy of the proposal, and assist
the utility in defining appropriate contractor performance incentives to minimize
cost and schedule.
- Develop, review and apply niche technologies (cutting, waste screening,
decontamination, etc.).
We also have the ability to team with other companies to provide other
needed services to complement our strong engineering capability and provide
more complete, turn-key services, as desired.
